Even the Negative Zone prison is only to be used to house unregistered heroes temporarily, with its true function being to imprison the dangerous supervillains, like those who broke out of the Raft at the start of New Avengers. If it weren't for those two elements, the core ideological debate would be a lot more sensible and have much more gray area. The only things that make Tony's side ridiculous are the Cloned Thor and the Thunderbolts. However, even given all that, the story works fairly well. However, taken just at what's listed in the Civil War miniseries, that could be the full extent of the law, which would make it a lot less unreasonable than versions presented in tie-ins like New Avengers and Amazing Spider-Man. Which is actually another flaw, that there is no clear definition of the registration act in the Civil War miniseries besides a licensing program of some sort. tries to take down Captain America weeks before the registration act is even passed into law, all for doing something that might not have even been a violation of the registration act to begin with. There are still a great many flaws for example, S.H.I.E.L.D. You know what? It holds up surprisingly well. I just read the Civil War miniseries, issues one through seven, and tried not to think about any information beyond what was in those books.
